Do building back links or inbound links for your site is one of the most basic and important tasks in SEO?

Your content and the structure of that content (i.e. using keywords in pages titles and H tags) is the most important factor. Inbound links are the second most important factors. You generate inbound links by having compelling content that is worth linking to. Which brings us back to the most important factor; content.

Agree Content and Structure are Key
I agree with Jon's comments and would add that some platforms are more friendly than others for helping to optimize the content with the search engines.
The blogging software and hosted sites do a great job of incorporating titles, categories, and tags into the URL.
Some of the database-driven content management systems do not do as good of a job in this area and harm the visibility of the content compared with content in these blogging and other SEO optimized software.
