In order to maintain a reliable safety system, it must have a well management of change tools in place, what is your stand?
Management of Changes is Necessary
Management of Changes is necessary to keep a Safety System verifiably ready for events it is created to mitigate.
Maintenance, definition of what a Safety System is for and to do, and design and implementation of a Safety System are all a little more important, but not sufficient.

What does " a well management of change tools in place" mean exactly?
A well implemented set of management of change tools in place does make managing changes well easier to do and practical to make verifiable, but the tools don't verify whether there is a need to change the Safety System -- unless someone has an "AutoHAZOP" tool to feed the management of change tools.
(yes, that is a challenging sentence to read, there is not punctuation to show the inflections of "well", "easier", "unless", and "feed" that make hearing it easier to understand.)
