Is training sufficient?

How many companies institute a formal training procedure -- not only when controls systems are changed, but for smaller changes as well? Have reduced budgets cut too much into training?

I caught up with Gordon Lawther with Emerson about important aspects of process automation system modernization projects with respect to training. He highlights the need to keep old and new operator consoles running together for a period of time until the operators are comfortable operating from the new workstations. Is Training Sufficient?
Most manufacturing industries that fall under the PSM (process safety management) umbrella follow the MOC (management of change) procedures any time there is a change that is made to the operating procedures/design changes etc. One of the questions on that procedure will be "have the people who will be affected by this change been trained?". It is requirement that the affected people be trained in the new/modified scheme before the modification goes into effect (before the manufacturing operation starts up).
How well these things are carried out varies from one industry to the other. It is reasonable to assume that some short cuts may have been taken by companies to reduce their training costs.
